To provide:
- a capacity building opportunity through the exchange of views, experiences and new knowledge in international/national taxation, including sharing experiences in tax reforms, for policy design and administration
- a forum that will encourage mutual understanding and cooperation among tax policymakers and senior officials from developing member countries, in particular, on emerging taxation issues

- discuss the emerging issues on taxation e.g. auditing techniques, and accounting and tax principles
- analyze the policy aspects of key emerging issues in international and national taxation
- share country experiences in tax reforms of the India, Pakistan, and the Philippines
- provide technical advice on VAT planning, implementation and improvements and reforming personal income taxation
- address the key questions in adopting tax systems to economic and social development
