A workshop was held in May 2007 in Tangshan, Hebei Province to share with about 80 participants the knowledge and experience that executing and implementing agencies (EA/IAs) gained by implementing the ADB-financed Hebei Wastewater Management Project (Loan 1985-PRC). The project started in 2004 with a total cost of $165 million, including an $82 million ADB loan. It has successfully constructed wastewater treatment plants with daily capacity for treating 540,000 cubic meters (m3) of raw or partly treated industrial and domestic wastewater, and introduced an efficient wastewater management system.

The workshop discussed lessons learned and best practices gained in modern wastewater management, and institutional development and wastewater tariff reforms introduced under the project. The participants described the workshop as practical and directly relevant to their day-to-day work. They recognized that efficient wastewater management requires not only an adequate collection and treatment system, but also a comprehensive program comprising efficient social service delivery, sludge management, wastewater recycle, methane storage and sale, and environment protection.
The workshop provided participants a platform to discuss reforms vis-à-vis peer wastewater organizations in different provinces. This initiative is expected to promote inter-provincial cooperation and partnership among participating 12 provinces/municipalities. It also raised awareness of ADB’s knowledge-based contributions and enabled ADB to mainstream its focus areas and priorities in the future. The experience can also help formulate responsive developmental partnership strategies.
After the showcase workshop, Henan Province organized a training workshop in June 2007 on Technical Options for Wastewater Treatment and Sludge Management with participants from Hebei, Hubei, Tianjin, and ADB.
