2nd Nonrevenue Water Management Training Course

Nonrevenue water (NRW) is water that does not bring revenue for the water utility as it should. It is often caused by leaks, illegal connections, water theft, inaccurate metering, and inefficient billing, among others. In Asia, water utilities lose up to 65% of their daily production, with most utilities averaging a 30% loss. High levels of NRW affect the water utilities’ ability to increase connections and expand service coverage.
In May 2008, ADB, Southeast Asian Water Utilities Network (SEAWUN), South Asian Water Utilities Network (SAWUN), and World Bank Institute co-organized an initial 5-day NRW reduction training course in Manila, Philippines. Envisioned as the first of three courses under the Water Operators Partnerships (WOPs) Program, it offered a systematic program on NRW assessment and management of water utilities in Asia and the Pacific. The course, attended by SEAWUN and SAWUN senior officials, helped participants to:
- Understand NRW reduction from a utility management perspective
- Complete NRW Self Assessment Matrix (SAM) for each utility (important for tailoring the succeeding courses and for action planning)
- Set short- and medium-term targets as a basis for detailed action planning in the succeeding courses
- Establish an initial community of practice”
At the end of the first training course, participants were given the assignment of developing an “NRW Action Plan.” It was recommended that the same delegates who attended the first training course be the ones to attend succeeding training courses to ensure consistency and maximize the benefits of the training program. This 2nd NRW Management Training Course will followed-up on lessons learned and experiences shared at the first session.

The NRW Management Training Course series aimed to provide a systematic program on NRW water assessment and management for water utilities in the Asia-Pacific. The objectives of the 2nd training course were to:
- Examine the utilities’ submitted NRW Action Plan “homework”
- Discuss success stories and problems encountered in the implementation of the proposed action plan
- Share knowledge sharing for improving performance
