Asia Clean Energy Forum (ACEF) 2008: Investing in Solutions that Address Climate Change and Energy Security

Policymakers, private sector firms, and non-governmental organizations (NGOs) across Asia gathered on 2-6 June 2008 in Manila, Philippines during the Asia Clean Energy Forum: Investing in Solutions that Address Climate Change and Energy Security. The Forum was jointly organized and sponsored by ADB and the United States Agency for International Development (USAID) and also co-sponsored by the Governments of Australia, Japan, Norway and Spain, the Asia Pacific Partnership for Clean Development and Climate (APP), the Asia Pacific Economic Cooperation (APEC), and GTZ through the Cities Development Initiative for Asia (CDIA).

The Forum aims to promote increased use of clean energy in Asia and the Pacific through donor cooperation and the promotion of successful clean energy policies and finance solutions that respond to the region's climate challenge.

The Forum provided an opportunity for sharing best practices on enabling policies, market incentives and proven financing models that foster increased investment in energy efficiency, cleaner fossil energy and renewable energy projects. It also served as a platform for sharing ways to: (i) catalyze public-private partnerships between energy producers, equipment suppliers, end-users and government agencies that will lead to increased deployment of clean energy technologies and systems; (ii) explore opportunities for improved cooperation among donors and other stakeholders involved in financing clean energy programs in the region; and (iii) identify financing challenges for project developers and initiate steps to provide follow-on assistance.

Well over 500 experts from over 40 countries participated in the event. The participants represented a diverse group of stakeholders from governments, national and multinational banks, carbon and clean energy investment funds, project developers and service providers, academe, civil society, and development partners and other international organizations.
