Opening Remarks and Overview by Vice President Ursula Schäfer-Preuss, Knowledge Management and Sustainable Development, ADB.

VP Schäfer-Preuss will open the Forum and discuss its objectives.  She will also present a summary of ADB's experience in CDD and the broad strokes of future directions for CDD in ADB.

Keynote Address [ PDF: 53kb | 4 pages ] by Zheng Wenkai, Deputy Director, State Council of Leading Group on Poverty Alleviation and Development, People's Republic of China.

Zheng Wenkai will address the forum on the benefits of CDD in empowering the poor, reducing poverty and promoting inclusive development in the PRC.  He will also speak about how CDD pilots in PRC were scaled up and the challenges involved in the process.

Panel Discussions

Operational Experiences in CDD: Exploring the Different Applications of the Approach.  Invited speakers will share a 15-minute presentation of their experience in using CDD approaches and key lessons learned. (45 minutes)

  1. Scott Guggenheim [ PDF: 1,299kb | 21 pages ], AUSAid, will share operational experience and lessons in the use of CDD.
  2. Xia Gengsheng [ PDF: 1,252kb | 12 pages ], LGOPA, will share PRC's experience in using CDD initiatives.
  3. Sujana Royat [ PDF: 1,690kb | 27 pages ], Coordinating Ministry for People's Welfare, will share the experience of Indonesia in scaling up CDD into a national program

Panelists who will respond to the presentations consist of: Christopher Spohr, PRC Resident Mission, Ganesh Prasad Pandeya, Local Development Officer, Ministry of Local Development, Nepal. (20 minutes)

Q & A will follow (1 hour).

Impacts and Outcomes of CDD Approaches:  Growing evidence of the benefits of CDD

Discussants:
  1. Robert Chase [ PDF: 673kb | 19 pages ], World Bank, will make a presentation on results of the evaluations of World Bank on CDD approaches in East Asia and the Pacific.
  2. Vivi Yulaswati [ PDF: 7,247kb | 20 pages ], Directorate for Poverty Alleviation, National Planning Agency (BAPPeNAS), Indonesia, will share results of the evaluation of CDD approaches in Indonesia, especially on incomes of the poor.
  3. Tatiana Gallego-Lizon [ PDF: 414kb | 15 pages ] from the South Asia Regional Department will speak about the institutional and policy challenges in using CDD in water supply and sanitation projects in Sri Lanka and Nepal.

Panelists who will respond to the presentations or raise issues consist of: Hari Prasad Sharma, Joint Secretary, Planning, Monitoring and Evaluation Division, Ministry of Physical Planning and Works, Nepal, Camilo Gudmalin, National Project Manager, KALAHI-CIDSS.
