The HLF-3 is to take stock of what has been achieved in terms of the implementation of the Paris Declaration and the commitments made by the development community. The HLF-3 will also help identify the problems and constraints being faced by both donors and partner countries in achieving the Paris commitments and the actions needed to move the Paris agenda forward.
