3rd Nonrevenue Water Management Training Course

Nonrevenue water (NRW) spells loss of revenues for water utilities. In Asia, water utilities lose up to 65% of their daily production, with most utilities averaging a 30% loss. High levels of NRW affect utilities’ ability to increase connections and expand service coverage.

In 2008, ADB, the Southeast Asian Water Utilities Network (SEAWUN), South Asian Water Utilities Network (SAWUN), and World Bank Institute agreed to co-organize a series of three, 5-day NRW reduction training courses. Under ADB’s Water Operators Partnerships (WOPs) Program, the series would offer a systematic program on NRW assessment and management for a pool of officials from SEAWUN and SAWUN member water utilities.

The 1st training course in Manila, Philippines in May 2008 helped participants complete an NRW Self Assessment Matrix for their respective utility and set short- and medium-term targets as bases for action planning in the succeeding courses. Participants were also tasked to develop and implement an NRW Action Plan in preparation for the 2nd training course in Sabah, Malaysia in November 2008. Besides following up on lessons learned and experiences shared during the first session, the 2nd session focused on examining the utilities’ NRW Action Plan “homework” and problems encountered in their implementation.

This workshop, the 3rd and final session of the series, will focus on polishing NRW reduction plans and improving participants’ NRW management skills. As in previous sessions, Roland Liemberger, Vice-Chair of the International Water Association’s (IWA) Water Loss Task Force, serves as course director.

The training course aims to

  • Improve the participants’ skills in implementing NRW reduction programs
  • Develop institutional plans and staff incentive programs to improve NRW management
  • Facilitate information exchange among participating utilities to overcome difficulties and share experiences in NRW management.

The training course is being organized by ADB, SEAWUN, and SAWUN.

Top

NRW managers and staff of SEAWUN and SAWUN member water utilities who participated in the 1st and 2nd training courses will participate in this 3rd training course. Representatives from donor agencies are also invited.
