The Seminar on Joint Customs Control (JCC) was held on 17–19 February 2009 in Guangzhou, People’s Republic of China (PRC). The Seminar was co-sponsored by the Asian Development Bank and the General Administration of China Customs.

The seminar was designed to provide a comprehensive picture of the JCC process. It aimed at enhancing the capacities of the participants in designing and implementing JCC schemes relevant to their respective environments.

The seminar provided a valuable opportunity for participants to hear the most current policy issues being discussed at the global and regional level regarding JCC. Participants acknowledged that JCC is a good approach both in theory and, as demonstrated, in practice that can effectively streamline customs operations and reduce clearing process time. However, participants also appreciated the multi-dimentional challenges in implementing JCC initiatives given the varied phyiscal, operational and legal and regulatory environments on both sides of the border.

The Seminar brought together heads/deputy heads and senior officials of the customs administrations from Afghanistan, Azerbaijan, PRC, Kazakhstan, Kyrgyz Republic, Mongolia, Tajikistan, Turkmenistan, and Uzbekistan.
