Launch of the Capacity Development Facility for Development Effectiveness

ADB Headquarters, Manila, Philippines: 12-13 March 2009

Purpose | Objectives | Expected Outputs | Target Participants | Resource Speakers

To support countries in the Asia and Pacific region in their efforts at improving development effectiveness while implementing the Paris Declaration and the Accra Agenda for Action (AAA). The event will:

  1. facilitate two days of peer-exchange and learning among governments, organizations and individuals from across the Asia Pacific, and
  2. launch and finalize the Capacity Development Facility for Development Effectiveness (CDDE), which supports innovations and provides long-term capacity development support for country level implementation of the Paris Declaration and the AAA up to 2011 for improved development effectiveness.

At the end of the workshop, participants will have:

  • exchanged concrete lessons learned from the region on localizing and implementing the Paris and Accra principles at country level, with the intention of continuing this learning through small scale peer-peer/south-south initiatives that support the implementation of aid policy in the region
  • familiarized themselves with how the CDDE facility will be operationalized, and how to put the CDDE service lines into practice
  • discussed the challenges and opportunities in implementing the Paris Declaration and AAA and agreed on priorities for how the CDDE facility will help them in meeting their Paris Declaration and AAA targets ahead of the HLF-4 in 2011, and improve the overall development effectiveness in country.

Participation is by invitation only

  • 13 countries spanning all sub-regions of the Asia and Pacific, with up to 6 participants from each country:
  • 30-33 government staff at director and deputy director levels
  • 8-13 parliamentarians
  • 10-13 civil society representatives
  • 15-20 donor staff (including country level and steering committee members)

Speakers from ADB, World Bank, MOFA Japan, UNDP and OECD-DAC will chair various sessions.
