Knowledge Sharing on Infrastructure Public-Private Partnerships in Asia

The shortage of public funding for much needed infrastructure and social services has hampered countries’ economic growth. To fill in the funding gap, public-private partnerships (PPPs) are being explored as a strategic approach for increasing investments for infrastructure development, expanding access to infrastructure services, and achieving efficient and effective infrastructure service delivery.
Understanding PPPs’ fundamental components—delivery of quality service, capturing efficiency gains through private sector participation , and sharing risks—has become a global imperative. Also, lessons from mature PPP programs worldwide need to be shared with those who are embarking on their PPP programs/projects.
ADB has identified PPP as an important tool to enable its developing member countries (DMCs) to increase investments for infrastructure development. In 2008, ADB and the Government of the Republic of Korea, which has been implementing a model PPP program framework with a multi-sectoral approach for over a decade, have established a Knowledge Partnership Fund to support a regional project on "Knowledge Sharing on Infrastructure PPPs in Asia." Also cofinanced by the Korea Development Institute (KDI), the ADB-Korea project aims to strengthen the capacity of ADB's DMCs by sharing knowledge and experience of successful PPP country frameworks and project case studies.
This workshop, as one of the project's main outputs, offers a knowledge sharing opportunity on the different components and features of PPP in Korea, and other successful PPP frameworks and case studies in Asian countries. A session will cover PPP in the urban sector focusing on water supply and wastewater management.

- Discuss the Korean PPP approach together with approaches and practices of other countries with advanced PPP programs from Asia
- Assess different country approaches to PPP program management and implementation
- Enable participating country delegates to explore alternative PPP approaches that may be relevant and pragmatic for the specific challenges faced in their countries

This conference is being co-organized by the Korea Development Institute (KDI) and ADB in collaboration with the Asian Development Bank Institute (ADBI) and World Bank Institute (WBI).
