Stakeholder Consultations on Draft Philippine National Sewerage and Septage Management Program

The Philippines’ Clean Water Act, passed in 2004, requires the preparation of a National Sewerage and Septage Management Program (NSSMP) as part of the country’s overarching National Sustainable Sanitation Plan. The NSSMP was envisioned to provide technology interventions and institutional and financial frameworks to guide local governments, water districts, and other project proponents through the process of developing infrastructure projects for managing wastewater in cities.

An Inter-agency Steering Committee with a Technical Working Group was tasked to prepare the NSSMP, but progress has been slow because of the lack of resources to mobilize field investigations and dialogues with local government, among other reasons. 

In June 2007, the National Economic and Development Authority, on behalf of the agencies tasked to formulate the NSSMP, requested the Water and Sanitation Program: East Asia and the Pacific (WSP-EAP) and the International Bank for Reconstruction and Development (IBRD) for support in developing the NSSMP.

ADB, WSP-EAP, and IBRD and have jointly commissioned the NSSMP’s formulation. ADB is providing US$90,000 funding support. A draft of the NSSMP has been prepared for this series of stakeholder consultations.

The consultations aim to gather inputs from the various stakeholder groups throughout the Philippines on the draft NSSMP.

The consultations are being organized by ADB, WSP-EAP, and IBRD.

Various sanitation stakeholder groups from local governments (planning officers, health and sanitation officers, among others) and water districts will be invited to participate.
