Twinning Regional Forum

ADB's Water Operators Partnership (WOPs) Program works to enable water utilities to improve service coverage and delivery, financial sustainability, and other aspects of their performance. One of its strategies is to establish twinning arrangements between water utilities, where an expert water utility is tapped to help recipient developing utilities enhance their skills and operational efficiency.

To date, 8 twinning arrangements are operational, supported by ADB. All expert twins have completed their diagnostic evaluation of the recipient twins to determine the latter’s requirements and immediate areas of concern. Some of the recipient twins have visited their partner’s locations to observe their operations. Both parties have agreed on a work program designed to raise specific performance levels of the recipient twins. These work programs are now in varying stages of implementation, and some have already achieved positive results.

This Twinning Forum gathered officials from 16 water utilities participating in the twinning program.

The forum was organized by ADB and hosted by Korea Water (K Water) Academy.

K Water is a recognized water knowledge hub. It employs around 4000 professionals, manages water resources, and operates water and wastewater treatment plants and a number of retail operations on behalf of client cities.

Senior officials of water utilities participating in the WOPs twinning were invited. The following countries were represented:

  • Philippines
  • Sri Lanka
  • Viet Nam

Representatives from ADB partner organizations, such as ECO-ASIA (USAid), Water and Sanitation Program, and the Global WOPs Secretariat (UN Habitat) also attended.
