The overall objective of the meeting is to review and endorse the proposed GMS HRD Strategic Framework and Action Plan for strengthening GMS cooperation in education, labor and migration, health, and social development.

The objectives are to:
- brief the participants on the outcomes of recent HRD initiatives;
- endorse the GMS HRD Strategic Framework and Action Plan (SFAP);
- discuss the R-PATA 'Implementing the Greater Mekong Subregion Human Resource Development Strategic Framework and Action Plan' that supports priority unfunded activities under the SFAP; and
- propose and scope new priority subregional HRD actions.

- endorsement of proposed GMS HRD Strategic Framework and Action Plan;
- increased understanding of current initiatives/projects, and pipeline HRD projects; and
- proposals for high priority future subregional HRD projects.

Participation is by invitation only
- Designated GMS Country Focal Point for the GMS WGHRD and the Focal Points for the four subsector working groups (education, labor and migration, health, and social development);
- Additional invitation for a GMS country HIV/AIDS and Infrastructure Specialist; and
- Development partners supporting health, education, labor and migration and social development in GMS.
