Meeting Notes and Agenda

I. Background

1. The 12th Ministerial Conference on Economic Cooperation in the Greater Mekong Subregion (12th Ministerial Conference) was held on 17-19 September 2003 in Dali, Yunnan Province, People's Republic of China (PRC). Since the inception of the GMS Program in 1992, the GMS Ministerial Conference, as the policy-making body of the GMS Program, has provided overall guidance in the content, pace and direction of subregional cooperation among the six participating countries---Cambodia, Peoples' Republic of China, Lao People's Democratic Republic, Myanmar, Thailand and Viet Nam. The GMS Ministerial Conference consisted of three events: the GMS Senior Officials Meeting (SOM) on 17 September 2003, the Development Partners Meeting (DPM) on 18 September 2003 and the 12th GMS Ministerial Meeting on 19 September 2003.

II. Significance

The 12th Ministerial Conference was significant for the following reasons:

  1. As the first ministerial-level meeting to be held after the First GMS Summit on 3 November 2002 in Phnom Penh, Cambodia, the Conference discussed the proposals made by the GMS Leaders, achievements so far, and the steps required to carry these forward
  2. The Conference reviewed the progress of the 11 GMS flagship initiatives, focusing on priority projects and activities of the GMS working groups and forums
  3. The Conference continued the dialogue with development partners (initiated during the 11th Ministerial Conference) to, among others: (i) discuss the overall GMS Program direction, strengths and challenges; (ii) discuss ways for strengthening the GMS Program ownership in the development community; and (iii) discuss mechanisms for involving development partners more actively in the GMS Program

I. Objectives

1. The purpose of the Senior Officials' Meeting (SOM) was to prepare for the 12th Ministerial Meeting. The SOM will undertook the following tasks: (i) review the progress made since its last meeting in March 2003 with regard to the proposals made by the GMS Leaders at the Summit; (ii) review the progress of sectoral working groups and forums; and (iii) review the progress and update of the 11 GMS flagship programs.

II. Participants and Meeting Arrangements

2. GMS Senior Officials, including the GMS national coordinators and representatives from national line ministries, and ADB staff and consultants will participated in the SOM.

3. The SOM was chaired by the PRC and co-chaired by the ADB.

4. All sessions were held in plenary and were closed sessions.

5. The Chairperson of the SOM reported the outcome of the meeting to the 12th Ministerial Meeting.

Meeting With Development Partners

I. Objectives

1. The Development Partners Meeting (DPM) seeks to build on last year's meeting and ongoing efforts to encourage increased involvement of bilateral and multilateral organizations in the GMS Program. The DPM has been expanded to include representatives from the private sector. The specific objectives of the DPM were to (i) discuss the overall GMS Program direction, strengths and challenges; and (ii) identify mechanisms for involving development partners more actively in the GMS Program.

II. Participants and Meeting Arrangements

2. Participants to the DPM included GMS Senior Officials, representatives from bilateral and multilateral organizations, including ADB, and representatives from the private sector.

3. All sessions were held in plenary and are closed sessions.

4. The outcome of the Meeting was reported to the 12th Ministerial Meeting.

4. All sessions were held in plenary. Session I (Inaugural Session) and Session II (Opening Statements by the GMS Ministers) were open to guests and the media; the rest of the sessions were closed sessions to be attended by Conference participants only.

5. A Joint Ministerial Statement was issued by the Conference.
