Summary of High-Priority Subregional Transport Sector Initiatives Under the Greater Mekong Subregion Economic Cooperation Program

Bangkok-Phnom Penh-Ho Chi Minh City Road Improvement Project

Bangkok to Thai-Cambodian Border
»Bangkok to Phanom Sarakham (165 km) has been upgraded from 2- to 4-lane highway.
»Two alignments from Phanom Sarakham to Thai-Cambodian border:
  • 1st alignment follows Highway 304 to Kabinburi and then route 33 to Sra Kaeo-Aranyaprathet and onward to the Thai-Cambodian Border at Khiong Luoek.
  • Widening from 2- to 4-lane is underway for Phanom Sarakham-Kabinburi (46 km) with expected completion in 2002.
  • Upgrading of Kabinburi to border to 4-lane highway is part of 9th National Development Plan (2002-2006).
  • 2nd alignment from Phanom Sarakham to Sra Kaeo will shorten the length from Bangkok-Thai/Cambodian border by about 20 km.
  • Construction of 2nd alignment is underway with expected completion in 2002.
Poipet (Thai-Cambodian Border) to Phnom Penh
»Rehabilitation of Phnom Penh-Pursat section and other sections (220 km) was completed in 1996, including permanent bridges with assistance from a number of donor agencies.
»Rehabilitation of the remaining section between Phnom Penh-Pursat-Sisophon (in Banteay Meanchey Province, about 260 km) commenced in October 2000 under the ADB-financed Primary Road Rehabilitation Project.
  • Consultants were mobilized in June 2000 and contract awarded in September 2000.
  • Maintenance work, upgrading of existing road, resettlement and UXO/survey work commenced in December 2000.
Phnom Penh to Bavet (Cambodian/Vietnamese Border)
»The Cambodian Government has requested the Japanese Government for grant assistance to reconstruct the Phnom Penh-Neak Loueng section.
»Upgrading of the Neak Loueng-Bavet (107 km) section is underway with ADB assistance; 16 percent completion to date.
»Completion is expected in 2002 but this may be revised.
Cambodian/Vietnamese Border to Ho Chi Minh City
»Rehabilitation of 80 km of road and new construction of 10 bridges and reconstruction of two bridges are underway with ADB assistance.
»Land clearance and resettlement according to a proposed plan approved by ADB is 94 percent complete.
»Construction is being undertaken under three contracts. Work under the first contract is 30 percent complete, second contract 38 percent complete, and third contract 49 percent complete.
»Expected completion is in 2002 but this may be revised
Ho Chi Minh City to Vung Tau
»This section (National Road No. 51) was completed in 2000 with financing from the Vietnamese Government.

Thailand-Lao PDR Viet Nam East-West Transport Corridor Project

Bridge and approach roads at Mukdahan, Thailand-Savannakhet, Lao PDR
»Detailed design of 1,600 meter bridge and about 5 km of approach roads was completed in 2000.
»The Governments of Thailand and Lao PDR signed the Implementation Agreement for this project component under the Japan Bank for International Cooperation (JBIC) on 18 March 2001.
»The Project Coordination Committee and Bridge Management Committee have been established to direct, coordinate, and management of bridge construction.
»The Governments of Lao PDR and Thailand are in the process of preparing the requirements to secure the loan from JBIC.
»Civil works are expected to commence in mid-2003.
»Expected completion date is in mid-2006
Route 9: Muang Phin to Xeno in Lao PDR
»Civil works for the rehabilitation of the Xeno-Phalan (70 km) section are underway with financing from the Japan International Cooperation Agency (JICA).
»Detailed design study for the Phalan-Muang Phin (60 km) section is ongoing, and civil works to be financed by JICA will proceed immediately after study completion.
»Completion is expected in 2004.
Route 9: Xeno to Lao/Vietnamese Border (78 km)
»Contracts was signed in September 2000, and civil works are underway with ADB assistance.
»As of 31 March 2001, construction is 7 percent complete.
»Expected completion is in 2004.
Route 9: Lao Bao to Dong Ha in Viet Nam (83 km)
»Loan Agreement for improvement of this section was signed by ADB and the Government of Viet Nam on 23 September 2000.
»The project includes rehabilitation of 83 km of Route 9, and the construction of bypass road in Dong Ha town.
»Consultants' contract was signed in November 2000
»Preconstruction activities are underway, including resettlement work and drafting of prequalification documents.
»Expected completion is in 2003.
National Highway 1, Dong Ha to Da Nang in Viet Nam
»Improvement of this section is underway.
»Expected completion is in 2002.
Upgrading of Da Nang Port at Tien Sa
»Bids are being prepared.
»Expected completion is in 2004.

Chiang Rai-Kunming via Lao PDR Road Improvement Project (1,250 km)

  • Some road sections in PRC have been improved while others are to be improved soon for a total length of about 830 km.
  • Upgrading of the Yunnan-Mohei Expressway in PRC (147 km), financed by PRC Government and ADB, is underway. Basework component will be finished by end-2001, and the project is expected to be completed by 2003.
  • The road network in Thailand (160 km) is well developed and is not seen as a constraint to cross-border movements.
  • Rehabilitation/widening of the road in Thailand from Chiang Rai province to Amphoe Chiang Khong (115 km) would be implemented as part of the 9th National Development Plan of Thailand (2002-2006).
  • The 263 km section in Lao PDR is currently under a public/private concession. This concession agreement is currently under review for a possible negotiated settlement through which the Lao Government would take full ownership of the concession. Mediation is currently underway.
  • After a settlement is reached, ADB will provide Technical Assistance for preparation of the project.
  • Various co-financing arrangements are being explored.

Kunming-Hanoi-Haiphong Multimodal Transport corridor

»The Project involves:
  • Improvement of the road from Kunming to the Viet Nam border at Hekou/Lao Cai and then on to Hanoi and ultimately to Haiphong;
  • Improvement of the Kunming-Hanoi-Haiphong railway line; and
  • Upgrading of inland water transport on the Red River which flows for 1,161 km from Yunnan Province to Viet Nam
»The road and railway components within Yunnan Province are known to be in good condition
»The bridge crossing the Nan Shi Ho River needs improvement/replacement.
» Except for the highway from Hanoi to Haiphong, all transport components within Viet Nam need improvement.
»Fact-finding for possible ADB Technical Assistance to prepare this project is scheduled for this year.
»A $60 million loan is in the ADB pipeline for Viet Nam for 2003 to support this project.
»Sources of co-financing are actively being explored.

Mitigation of Nonphysical Barriers to the Cross-Border Movement of Goods and People in the GMS

»In November 1999 the Transport Ministers of Thailand, Lao PDR and Viet Nam signed a Trilateral Agreement.
»The Ninth GMS Ministerial Conference in January 2000 agreed on a timetable for reaching cross-border agreements.
  • All GMS countries should target to be signatories of the Framework Agreement by the end of 2001.
  • All GMS countries should target the application of the Framework Agreement, including all relevant annexes and protocols, by 2005.
»A fourth country, Cambodia, has agreed to adopt the Trilateral Agreement.
»Accession by Cambodia to the Trilateral Agreement was welcomed by Lao PDR, Thailand, and Viet Nam.
»Discussions and exchange of views and information are currently underway with Myanmar and PRC about this.
»Draft Annexes and Protocols were discussed at the Sixth Meeting of the Subregional Transport Forum held in Vientiane, Lao PDR in May 2001 as a start to the process of meeting the 2005 target set by the Ninth GMS Ministerial Conference.

Upper Lancang/Mekong River Quadripartite Commercial Navigation Agreement

»Agreement was signed in Tachilek, Myanmar on 26 April 2000 (PRC, Lao PDR, Myanmar, Thailand)
»Contracting parties have agreed to adopt the navigation regulation and prepare arrangements, such as navigation channel improvement and establishment of a Quadripartite Committee to serve as coordination mechanism.
»A Joint Committee on Coordination of Commercial Navigation on the Lancang-Mekong River (JCCCN) will be established.
»ADB has been requested to provide assistance for implementing the Agreement
»Project preparatory technical assistance is in the ADB GMS program pipeline for 2002 (scope to be determined).
