Poverty Reduction and Environmental Improvements in Remote Watersheds
Revised Paragraphs on Implementation Arrangements
- The Bank will be the Executing Agency for the RETA. At the subregional level, the Steering Committee will comprise the membership of the WGE, and representatives from the Bank and the Government of Finland. If agreed by the WGE, the representative of Lao PDR will be responsible for overall project coordination, with assistance from the World Conservation Union (IUCN). The RETA implementation office will be established at facilities provided by the Science and Technology and Environment Office (STENO) in Vientiane, Lao PDR; and IUCN will provide a full time coordination assistant to be stationed at the implementation office. IUCN will assist STENO in its coordination role with other GMS countries as required, and also provide occasional technical inputs to the RETA when requested. At the national level, the Bank will request each GMS country to form a National Coordination Committee (NCC), which will nominate high priority watersheds for the consideration of the Phase I consultants in choosing sites for the feasibility studies. In each country where a feasibility study will be prepared during Phase II, the NCC will also assist the Phase II consultants in preparing the work plan for the study. Representatives of the Bank, the Government of Finland, and the NCCs will supervise the implementation of the RETA through attendance at the major workshops, and through occasional review missions as appropriate. International agencies and NGOs will also be invited to participate in the major workshops, and in meetings of the WGE where progress of the RETA will be reviewed. The United Nations International Drug Control Programme has strong interest in the RETA, and has offered additional support to the feasibility studies, to control poppy cultivation and drug addiction.
- The RETA will require a total of 94 person months of international consulting services and 92 person-months of domestic consulting services, over an implementation period of about 30 months. The Government of Finland will recruit a team of international and domestic consultants to under policy reviews and studies in Phase I, which require some 67 person-months of international and 74 person-months of domestic consultants over a period of about 14 months. Between Phases I and II, there will be a hiatus of 1-2 months, so the Bank may review the results of Phase I prior to selecting an international consulting firm for Phase II according to the Bank's Guidelines on the Use of Consultants. During Phase II, which will require some 27 person-months of international and 18 person-months of domestic consultants and last about 12 months, the consultants will prepare one feasibility and two prefeasibility studies for investment projects in the priority watersheds identified in Phase I. The Phase I team leader and some additional specialists will be held over for several months into Phase II to ensure that there is a smooth transition and that the Phase I results lead into Phase II. The expertise required and the terms of reference for consulting services are provided in Appendix 2. Equipment and materials needed for Phase II of the RETA will be procured in accordance with the Bank's Guidelines for Procurement.
