Sixth Meeting of the Working Group on Human Resource Development (WGHRD-6)

Summary of Proceedings
The Sixth Meeting of the Greater Mekong Subregion (GMS) Working Group on Human Resource Development (WGHRD-6) was held in Phuket, Thailand on 21-22 April 2005. The Ministry of Foreign Affairs of the Royal Thai Government hosted the meeting in cooperation with the Asian Development Bank (ADB).
The theme of WGHRD-6 was “Improving the Competitiveness of the Greater Mekong Subregion.” The overall objective of the meeting was to strengthen further GMS cooperation in HRD and capacity building. The specific objectives of the meeting were to:
- review the progress of GMS cooperation in HRD
- identify priority subregional needs
- discuss and agree on new proposals for subregional cooperation
- share ideas with development partners on areas of common interest and meaningful partnerships
- submit ideas/inputs on HRD to higher authorities in the GMS.
The meeting was held in plenary and break-out sessions and consisted of the following sessions: opening session; review of GMS Program and Strategic Directions in HRD; presentations of Country Statements; review of ongoing initiatives in the subsectors of Health, Education, and Labor; presentations on new initiatives in Health, Education and Social Development; general discussions on said initiatives; break-out sessions to identify priority needs in Health, Education and Labor; presentations of breakout sessions results in plenary; discussions on how to further advance GMS cooperation in HRD; and closing session.
The participants included government representatives from the Kingdom of Cambodia, the People’s Republic of China (PRC), the Lao People’s Democratic Republic (Lao PDR), the Union of Myanmar, the Royal Thai Government, and the Socialist Republic of Viet Nam. Also present were representatives of multilateral and bilateral organizations, as well as regional academic and research institutions.
