It then proceeds to describe how these Guidelines apply to different ADB-financed projects, programs, and sectors. The resulting classification provides a basis for identifying step-by-step financial management requirements throughout the project cycle. In doing so, by first referring to this part, readers can quickly identify what needs to be done, by whom, and by when.
