ADB's Inspection Policy: A Guidebook : I. Key Aspects

Who can request the review or "inspection" of a project?

Inspection requests can be made by communities, organizations or other groups residing either

  1. in the borrowing member country where the project is being or will be implemented, or
  2. in another member country adjacent to that country, if the group is affected or likely to be affected by the project.

A request can also be made by an authorized representative of such a group residing in the same country or, in certain exceptional cases, by an authorized nonlocal representative. In special cases, members of the Board of Directors can also request inspections, but only of approved projects.
