ADB's Inspection Policy: A Guidebook : I. Key Aspects
Which policies and procedures are relevant to an inspection?The review of a project under the inspection policy focuses on whether the Bank has followed its operational policies and procedures in connection with the project. For this purpose, the Bank's "operational policies and procedures" are the Bank Policies and Operational Procedures included in the Bank's Operations Manual and, if applicable, corresponding sections in earlier editions of the Manual. They also include Staff Instructions that relate to the formulation, processing or implementation of Bank projects (but that have not yet been incorporated in the Operations Manual). The operational policies and procedures that apply to a project are those that were in effect on the date the project was approved (or, if the project is still in preparation, the operational policies and procedures that are in effect when the inspection request is made).
