What matters are outside the scope of the inspection policy?

• complaints about actions that are the responsibility of parties other than the Bank;
• complaints about procurement decisions, and decisions on the selection of consultants, by the Bank, its borrowers and executing agencies;
• complaints about completed or substantially completed projects (meaning projects for which 95 percent or more of the Bank's financing has been disbursed and/or canceled, or for which the closing date for withdrawals or disbursements has passed);
• complaints relating to matters already considered under the inspection policy (unless there is new evidence that was not known at the time of the original request);
• complaints about the adequacy or suitability of the Bank's existing policies and procedures;
• complaints about the Bank's private sector operations; and
• complaints about Bank personnel or other nonoperational matters.
