a party makes a written complaint to the President about a Bank-financed project;
Management responds to the complaint;
if the complaining party is unsatisfied with this response, it can make a written request to the Committee for an inspection of the project;
the Committee will ask Management to respond in writing to the request (except in cases considered clearly frivolous or clearly ineligible by the Committee);
the Committee will recommend to the Board whether an inspection is warranted, and the Board will take a decision on this recommendation;
if the Board authorizes an inspection, the Committee will select a panel of experts from the Roster to inspect the project and make a report to the Committee;
Management will respond in writing to the panel's report and;
the Committee will make a recommendation to the Board on the panel's report, and the Board will take a decision on this recommendation.
