General

    Days

  1. "Days" under these Procedures means calendar days.

    Extensions of Time

  2. All time periods provided for action by the party making a Complaint or Request or for action by Management may be extended with the consent of the Chairman of the Committee. Requests for an extension of time should be made to the Chairman in writing through SEC. Any request made on behalf of Management must have the President’s approval. All time periods provided for action by the Committee itself may be extended by the Board on a no-objection basis. SEC will notify the party making the Complaint or Request, as the case may be, and Management promptly of any extension granted by the Chairman of the Committee or by the Board.

    Role of the Office of the Secretary

  3. The primary function of SEC under these Procedures is to provide secretariat services to the Committee and any Panel. Consistent with this role, SEC will not assist outside parties in preparing Complaints or Requests, nor will it participate in any way in the preparation of Management's response to a Complaint or Request. However, SEC staff will be available to answer questions and provide clarification on these Procedures to interested parties outside the Bank, to Bank staff and to members of the Board. Inquiries concerning general Bank policies or the status of particular projects will be handled by the relevant Departments and Offices in accordance with existing practice.

    Public Documents

  4. Upon completion of an inspection, the Panel's report (excluding any confidential supplement), Management's response, the Committee's recommendation and any Board decision thereon will become publicly available at the time those documents are provided to the requester.

  5. The Committee will prepare an annual report addressed to the Board on the Requests received and their disposition, inspections undertaken and their results. The annual report will be publicly available.
