bring the following concerns to your attention:

1.  ADB is proposing to finance/is financing a project

2.  We are [brief description of group and its rights/interests].

3.  We understand ADB has the following operational policies 
    and/or procedures [list or describe]:

4.  We believe ADB has violated/is violating these 
    policies/procedures by [mention Bank’s actions or 
    omissions that have led to the violations].

5.  We believe our rights/interests have been/are likely to be 
    seriously harmed as a direct result of ADB’s violation. 
    This harm involves [describe harm].

6.  We have taken the following steps to make our concerns known 
    to Bank staff/government officials/others [mention any 
    previous meetings or correspondence]:

independent review of ADB’s role in the project.
