e-Handbook on Project Implementation


Foreword

The Asian Development Bank (ADB) helps to ensure that the projects it finances are well designed and are completed on time, with high quality, and within budget, in order to maximize their development impacts. The implementation stage is the most critical period of the project cycle in which executing agencies, consultants, and ADB staff members need to apply project management tools and techniques in managing substantial investments of project funds, time, and human resources.

The e-Handbook on Project Implementation is based on proven project management concepts, such as project scheduling and critical path management. It also provides a one-stop gateway to ADB’s policies, procedures, and documents related to project implementation and contains scheduling templates for procurement of goods, works, and consulting services. The e-Handbook is intended to be used as a guide during the implementation of ADB-financed projects by executing agencies and consultants, as well as ADB staff involved in administering the projects.

The development of the e-Handbook on Project Implementation was led by Chong Chi Nai, Principal Procurement Specialist, Central Operations Services Office with assistance from Muhammad Amir Ingratubun, Procurement Specialist, Central Operations Services Office and Xandro Castaneda, Associate Web Systems Analyst, Department of External Relations. Assistance was also provided by two staff consultants, Michael Breckon and Reuben Ravago. Valuable comments were received from project administration unit heads of sector divisions and resident missions. This e-Handbook supersedes the 1988 ADB publication, Handbook on Management of Project Implementation, which had become outdated.

I hope that executing agencies, consultants, and ADB staff will find the e-Handbook a useful and practical guide for implementing ADB-financed projects.
