e-Handbook on Project Implementation

1. Introduction

This e-Handbook on project implementation is intended to be used as a guide during the implementation of all ADB-financed projects by

  1. executing agencies (EAs) and implementing agencies (IAs) responsible for the project implementation;
  2. ADB staff involved in administering projects; and
  3. consultants assisting the EAs and IAs in supervising the project implementation.

The primary objective of the e-Handbook on Project Implementation is to support EAs and IAs in implementing projects on a quality-based, timely, and efficient manner. The e-Handbook uses a web-based modular approach and is to be updated regularly when new, improved, and/or modified procedures are in place. The e-Handbook’s contents are based on proven project management concepts, such as the critical path method, designed to provide users with practical project implementation advice.

Templates of typical project implementation activities are available for download through links in the e-Handbook. The EA can use the templates when setting up new projects, with the flexibility of being able to modify tasks or add new tasks as appropriate. The templates provide EAs a head start in setting up project implementation plans, and are especially useful for EAs that lack experience in this area. The templates will also identify tasks that EAs are not familiar with, but are essential for successful project implementation. Tutorials are provided for using and modifying the templates.

Where sections of this e-Handbook refer to ADB policies, procedures, and documents, the appropriate links are provided within the text, facilitating EA/IA project implementation teams’ access to all relevant information needed for their work. Appendix 1 lists and provides links to ADB’s relevant guidelines, handbooks, and manuals.
