2.4 Procurement Guidelines

ADB's Procurement Guidelines aim to inform people who are carrying out a project that is financed in whole or in part by an ADB loan, an ADB-financed grant, or ADB-administered funds of the policies that govern the procurement of goods, works, and services (other than consultant services required for the project). References to "goods and works" in the Procurement Guidelines include related services such as transport, insurance, installation, commissioning, training, and initial maintenance. The provisions of the Procurement Guidelines also apply to services, such as drilling, mapping, and similar operations.

ADB's Procurement Guidelines require that borrowers use the appropriate standard bidding documents issued by ADB for international competitive bidding.

ADB's standard procurement documents for the prequalification of bidders, for the procurement of goods, and for the procurement of works are based on master procurement documents (MPDs) prepared jointly by multilateral development banks and other public international financing institutions. The documents reflect the structure and the provisions of the master procurement documents except where ADB-specific considerations have required a change. An important feature of these harmonized standard bidding documents is that they can be used with minimum changes, as they do not contain explanations, footnotes, or examples. They are each supported by a user's guide that contains detailed explanations and recommendations.
