5.2 Recruitment of Consultants

The typical steps in recruiting and engaging consultants include the following:

  • Call for expression of interest (the Consulting Services Recruitment Notice).
  • Prepare a long list.
  • Prepare a short list of consultants.
  • Finalize terms of reference.
  • Request for proposals.
  • Evaluate technical proposals.
  • Evaluate financial proposals.
  • Negotiate and sign the consulting services contract.
  • Issue the notice to proceed.
  • Notify unsuccessful consultants.

The Consulting Services Operations Manual sets out policies, practices, and procedures for recruiting and using consultants by ADB and its borrowers, covering activities for which consultants are recruited, types of consultants and when their services are used, consultant selection methods, and procedures for administration of consulting services.
