5.3 Procurement Plans

ADB’s Procurement Guidelines and Guidelines on the Use of Consultants by ADB and Its Borrowers both require that, prior to loan negotiations, the borrower will prepare a procurement plan acceptable to ADB. The procurement plan must list all packages equal to or over $100,000 in value by procurement method and the date by which procurement activity is expected to commence. The procurement plan identifies

  • the contracts for goods, works, and consultant services required to carry out the project;
  • the proposed method of procurement for contracts that are permitted under the financing agreement; and
  • the related ADB procedures.

The procurement plan must include any recruitment of consultants. When contract packages will only be identified during project implementation, indicative packages should be listed and later confirmed or replaced when the contract packages become known.

Procurement plans are updated by ADB's borrowers on an annual basis, or more frequently when the need arises. In parallel to any publication arranged by a borrower ADB also publishes the agreed plan and subsequent updates. See procurement plans.
