5.7 Project Safeguards

A monitoring and evaluation role needs to be established at the onset of the project to provide for continuing evaluation and monitoring of the project safeguards as defined when the project was being formulated. The aim and responsibilities of monitoring and evaluation are to

• enable the EA to assess the contributions that the provision of access to social services such as health, education, and utilities, have made to socioeconomic development;
• ensure that the contractor is implementing the resettlement and environmental mitigation action plans;
• ensure the social services are delivered to people affected by the project;
• confirm that people affected by the project receive due compensation; and
• confirm that the people affected use the social services provided.
