Earthquake and Tsunami Emergency Support Project

The overall goal of the Project is to help rebuild the affected regions and support their economic revival to meet the Millennium Development Goals. Its purpose is to

  • facilitate economic revival in the affected regions by restoring livelihoods, and
  • alleviate constraints resulting from the lack of public goods and facilities by restoring essential public services and rebuilding infrastructure

Given the pervasive damage in Aceh province and the emergency assistance nature of the Project, the impact of the proposed subprojects on indigenous peoples could not be completely assessed. The Summary Poverty Reduction and Social Strategy [ PDF ] states that further investigation is needed to verify whether ethnic groups in the affected areas significantly differ in terms of culture, society, and political organization from the mainstream.

The general policy and procedural provisions are developed in the Indigenous Peoples Policy Framework. [ PDF ] Specific subproject issues will be dealt with through an Indigenous Peoples Development Plan or Indigenous Peoples Specific Action, based on intensive participatory planning.
