Forest Plantations Development Project
Lao People’s Democratic Republic
The immediate project objective is to develop an efficient and equitable forest plantations subsector by establishing a semiautonomous, sustainable, and efficient new institution to support the development of this subsector; and supporting financially viable livelihood and enterprise plantations, and facilitating the establishment of industrial plantations and the associated processing industry. To meet its objective, the Project will establish Lao Plantation Authority (LPA) as new institution, within the Ministry of Agriculture and Forestry (MAF), to support development of the subsector. LPA's business plan will comprise four activities:
- undertake land-use planning;
- support small livelihood plantations (SLPs);
- facilitate operations of large industrial plantations (LIPs); and
- promote plantation enterprise development by supporting medium enterprise plantations (MEPs) and small and medium-sized enterprises (SMEs).
By establishing SLPs on about 9,500 ha, the Project will directly benefit approximately 2,000 poor households. SLPs will significantly increase household income, improve food security and other social indicators for participating households and communities. The Summary Poverty Reduction and Social Strategy indicates that impact on ethnic minorities is not significant and that LPA's Operations Manual will address ethnic minority concerns. Ethnic minority households in project areas will have the option to participate in the SLP program through participatory land-use planning. To address concerns regarding their ability to understand the SLP concept-including the equity-sharing financing model, and access to training, extension, technical, and market information-LPA will recruit ethnic minority/ community development officers. Also, an ethnic minority development framework has been prepared for the Project. After LPA identifies lands for SLPs, MEPs, and LIPs, specific resettlement and ethnic minority development plans will be prepared following the principles, conditions, and procedures outlined in the frameworks.
