The project contributes to the government's poverty reduction efforts in the southwestern Chongqing Municipality and northern Guizhou Province by increasing the capacity of the road network. The ethnic minority population of the project area are among the beneficiary of the project.
The Minority Peoples' Development Plan (MPDP) provides the framework for the ethnic minority communities' participation in the project implementation. It complements the resettlement plan in maximizing the social benefits and mitigating adverse social impacts of the project by focusing on the culturally defined preferences and priorities of minority peoples.
The MPDP will:
- include ethnic minorities and women's representatives in the project's advisory board
- provide special support program for ethnic minorities
- provide complimentary services (water, electricity, and health care) to ethnic minority households
- provide financial support for the ethnic minorities who wish to be relocated
- prioritize ethnic minorities in the job opportunities created by the project
