Tsunami-Affected Areas Rebuilding Project (TAARP) and The North East Community Restoration and Development Project II (NECORD II)

The objective of the TAARP is to rapidly improve the living conditions and well-being of a significant number of people in tsunami affected areas by restoring basic social infrastructure, community and public services, and livelihoods in these areas. TAARP will address the needs of the tsunami-affected people through subprojects in a variety of sectors.
The main objective of NECORD-II is to rapidly improve the living conditions and well-being of a significant number of people in conflict-affected areas by restoring basic social infrastructure, community and public services, and livelihoods.
The Summary Poverty Reduction and Social Strategy states that a few small communities of indigenous people (the Veddas) were affected by the tsunami and may be affected by TAARP and NECORD II.
TAARP and NECORD II are designed to ensure that all communities will benefit on an equitable basis. Also, the special needs of minority communities will be addressed in the context of their social and cultural systems.
An Indigenous People's Development Framework (IPDF) has been prepared to address potential impacts on these communities. The IPDF provides a policy framework to screen impacts of the subprojects on the Veddas and, accordingly, to prepare an appropriate indigenous peoples development plan or specific actions for the subprojects affecting the Veddas.
