Northern Power Transmission Expansion Sector Project

The Project aims to:

  • strengthen the northern transmission network to improve system reliability and quality of supply,
  • facilitate power transfers by removing transmission bottlenecks,
  • reduce transmission losses, and
  • facilitate efficient utilization of existing and planned power plants.

Ethnic minorities make up between 26% and 66% of the population in the subproject areas. The largest ethnic groups in the project area are the Muong and Thai, with smaller populations of H’mong, Dao, Kho Mu, and Sinh Mun. The majority of the ethnic groups live in the area of the Son La–Nho Quan transmission line, where they live in mixed villages with Kinh households. Like the Kinh, they work in wetland agriculture. Social analysis shows that these ethnic minorities are not any more vulnerable to the risks associated with resettlement and the spread of HIV/AIDS than Kinh households.

The Summary Poverty Reduction and Social Strategy (SPRSS) indicates that the impact of this Project on ethnic minority groups is through land acquisition. Resettlement impacts will be mitigated through specific measures in the resettlement framework and plan (RF and RP), and gender strategy prepared for the Project. RPs have been prepared for two transmission lines and each plan contains sections on ethnic minority socioeconomic characteristics, as well as impacts on land acquisition The STD/HIV/ AIDS prevention and awareness programs in the civil works contracts will mitigate the health risks.
