The Program promotes agricultural growth and poverty reduction through support for market-based policy reforms, formulation of public infrastructure investment programs, institutional reform, and organizational capacity building. The program supports the national objective of food security, which aims to end Afghanistan's dependence on food aid.
The Summary Poverty Reduction and
Social Strategy confirms that the project will not adversely affect any tribal or ethnic minority group. It also confirms that the program will adopt specific measures to ensure that benefit will accrue to vulnerable tribal groups, traditional livestock herders, and nomadic pastoralists. These benefits include the provision of equal access to land resources in accordance with ADB's Policy on Indigenous Peoples, and the integration of customary land tenure to the new land policy and forestry policy and to the rangeland management.
