The Indigenous People's Development
Plan (IPDP) incorporates specific measures to ensure access of ethnic minorities to basic education in the four northeastern provinces. The specific measures include:
- to provide direct student support mechanisms for selected
ethnic minorities, enabling them the completion of primary and
secondary education
- to provide incentives to teachers serving under difficult
circumstances such as those assigned in remote ethnic minority
communities. The incentives scheme aims to improve the teacher's
performance
- to eliminate start-of-year fees, thereby reducing the cost
of schooling, which will be beneficial to ethnic minority families,
whose incomes tend to be lower than that of the mainstream Khmer
families
- to improve the staffing guidelines and redeployment incentives
to increase the number of teachers in remote areas
- to include the recruitment of ethnic minority teachers in
staff recruitment guidelines
- to prioritize the provision of school facilities in ethnic
minority areas
- implement an information, education, communication (IEC) program
to inform ethnic minority communities about the new education
policies, and agency roles, authority, and responsibilities
