Assam Power Sector Development Program (2003)
India
The Summary Poverty Reduction and
Social Strategy notes that some scheduled tribe (ST) households will lose small parcels of land to give way for the base of the power transmission poles. Some of the households will lose trees in the transmission corridor. Thus, the project will not significantly affect the Scheduled Tribes and Caste, which accounts for about 11% of the project affected persons. In Karbi Anglong, the district with the highest concentration of STs (17.8%), focus group discussion participants welcomed the subproject and anticipated improvements in their employment and economic conditions as an outcome of the project.
The Resettlement
Plan incorporates IP specific action for the compensation, and if requested, additional relocation assistance for the affected ST and SC. Measures include:
- compensation for the ST/SC's lost assets, computed at the market value
- additional compensation of 5% of the value of lost assets for the STs and SCs (vulnerable households)
Location:
Assam is a small state with a total population of 26.6 million.
It is in the center of
northeastern India and is a strategic corridor for southeast Asia.
