IP Specific Action:
The Poverty and Social Assessment notes the significant presence of disadvantaged ethnic and minority groups. The Summary Poverty Reduction and Social Strategy incorporates ethnic minority issues as part of the poverty and participatory approaches. The selection criteria for group membership ensures that disadvantaged ethnic and caste groups will receive equal access to project benefits.

The project, through the loan assurance, will:

  • conduct initial baseline physical and socioeconomic surveys that will include ethnic and minority groups issues - within 6 months of loan effectiveness
  • select areas with pockets of ethnic or low caste populations
  • submit project implementation-monitoring plan for ADB's review and concurrence, including information on ethnic and minority groups

Ethnic Minority Groups Affected:

Magars in Pyuthan, Rolpa, Tanahu, and Palpa; Tharus in Bardiya, Kailali, and Dang; Lamas in high-altitude Humla and Dolpa; and the Muslims in Banke.
