Guizhou Shuibai Railway Project (1998)

The Project's Social Analysis reports that 22 of the 27 townships along the project route are ethnic minority townships. Most of these townships have ethnic minority population that exceeds 30 percent of their total population. A sample survey of the 125 affected households found that minority nationalities comprise about a third of the sample and that minority households had below the poverty line per capita income.

The Minority Ethnic Peoples Development Plan (MEPDP) will:

  • ensure that ethnic minority population equitably benefit from the project
  • provide measures that considers the ethnic minority's needs and aspirations in the project design
  • engage an independent institution to monitor the implementation of the MEPDP
  • ensure that the independent institution will prepare annual reports
  • ensure that an evaluation report will be prepared one year after project completion and submitted to ADB

Ethnic Minorities Affected:
Survey indicates that the affected ethnic minorities includes the 'Yi', 'Miao', 'Buyi', and 'Bai', which constitutes 38% of the population of the project area.

Location:
The proposed railway line will pass through Zhongshan District, Panxian Special District and Shuicheng County, which are under the jurisdiction of Liupanshui Prefecture. in the western area of Guizhou Province (Map). [ PDF: 82kb | 1 page ]
