Wind Power Development Project (2000)

Poverty and Social Assessment Report confirms that the poor, including the ethnic minorities, will benefit from the project. Project derived benefits includes the clean and renewable source of energy, the employment opportunities in the operation and maintenance of the wind farms, and most importantly, the cleaner atmosphere that will in turn contribute in improving health and quality of life. The social assessment also indicates that the Project will not have significant adverse impacts on the Kazakh ethnic minority herders. However, about 3 to 4 families will lose access to their seasonal grazing areas in the area where the wind farm will be constructed. The project will compensate the affected families through the local township arrangement. Under this arrangement, the affected herders will be provided with agricultural land under the Government's regular agricultural settlement scheme.

The Land Acquisition Plan includes a compensation packages for affected people for all the sites and was developed as part of the Project's feasibility studies. Finalization of the compensation packages for the 3 to 4 affected families at Dabancheng and the farmers at Xiwaizi is part of the the condition for loan effectiveness. The compensation package provides adequate financial compensation in accordance to prevailing national and provincial laws. The Government will also ensure that all affected parties are at least equally well-off after the Project as before.
