The Minority Ethnic Peoples' Development Framework complements the Land Acquisition and Resettlement Plan (LARP) which provides for the compensation and rehabilitation package for the project affected families. The social assessment indicates that most of the ethnic minorities in the project area will not be significantly affected by the Project. However, the affected ethnic minority will be dealt with on a family-by-family basis rather than as a community.

The Minority Ethnic Peoples' Development Framework ensures that the affected ethnic minorities are closely consulted, and that their culturally defined needs and aspiration that are not addressed in the LARP are adequately considered and addressed during the project implementation.

Ethnic minorities affected:
The Yi are predominant, and there are significant communities of Hani, Hui, Dai, and Bai.
