Central Region Livelihood Improvement Project (2001)

The Indigenous Peoples Development Plan (IPDP) provides the framework for the ethnic minority participation in the detailed planning and implementation of the project.

The IPDP will:

  • ensure that comprehensive consultations with beneficiary ethnic minority communities will be carried out prior to the finalization and implementation of the Social Development Plans for each ethnic minority commune
  • establish the Monitoring and Management Committess (MMCs), with representations from all beneficiary ethnic minority groups, to assist the communities to identify, implement, and manage the small-scale infrastructure projects
  • prioritize the employment of the beneficiary ethnic minority groups in the job opportunities arising from road rehabilitation
  • formulate and implement GIS-based natural resource management plans to resolve land disputes and help ethnic minority groups gain recognition for traditional land use patterns
  • ensure the inclusion of the IPDP in the Benefits Monitoring and Evaluation (BME) by the Project Management Unit (PMU)
  • ensure that the PMU uses commune level data in monitoring the impact of the IPDP and the project for each group

Ethnic minorities affected:
The population comprises 11 indigenous groups belonging to three linguistic families, the Kinh, Malayo-Polynesian, and Mon-Khmer.

Location:
The proposed project area consists of 10 upland districts among four provinces within the north central coast and central highlands subregions.
