Grant Development Objective (GDO)

Most of the infrastructure in Afghanistan is destroyed or damaged due to two decades of war. Lack of resources and capacity prevented maintenance that led to major deterioration and in some cases loss of infrastructure. This is particularly true for major national roads. Revival of the economy of Afghanistan and resumption of growth depends critically on reconstruction and rehabilitation of the key infrastructure that would contribute to employment creation, income generation at household level, rehabilitation of displaced populations and excombatants, improvement of security and stability, inter-ethnic reconciliation and political unification of the country.

Project Purpose

The Emergency Infrastructure Rehabilitation and Reconstruction Project (EIRRP), approved by the ADB Board on 3 June 2003, will rehabilitate and reconstruct

  • 447 km section of the primary national road network, including international link to Uzbekistan
  • electric power transmission lines in the northern provinces and distribution system in Kabul
  • damaged gas production, transmission and distribution facilities in Sheberghan including natural gas pipeline to Mazar Sharif.

Expected Outputs

The proposed JFPR grant will jointly co-finance the civil works under the road rehabilitation component of EIRRP. This includes rehabilitation and reconstruction of 112 km Khulum-Naibabad-Mazar Sharif-Balkh section of the primary national road (ring road) and includes the 55 km Naibabad-Hairatan road link to Uzbekistan.

  • Road Rehabilitation
  • Civil works for rehabilitation and reconstruction of 112 kilometers of the main provincial highway (ring road) involving the Khulum-Naibabad-Mazar Sharif-Balkh road section and including the 55 km Naibabad-Hairatan road link to neighboring Uzbekistan.

Any Other Relevant Information

$130 million is provided from EIRRP for the remaining 335 km road rehabilitation component and for the power and gas components.
