The selected international and/ or national NGOs will be the implementing agencies. They will (i) participate in the participatory needs assessment, (ii) provide technical and material guidance and support for project activities, (iii) undertake effective financial management, and (iv) effectively monitor project progress.

The project scope comprises:
- income generation for the poor through irrigated agriculture
- community capacity building for decision making and effective water utilization and management
- project management and monitoring
Grant Development Objective (GDO)
- The development objective is to contribute to the reduction
of widespread poverty in the more vulnerable, low food security
areas in the three northern provinces of Jowzjan, Faryab, and
Sar-E-Pol.
Project Purpose
- To increase economic livelihoods in the project area through support for community-based irrigation system rehabilitation and maintenance approaches, and pilot approaches to community planning and management. Improvement of traditional irrigation structures resulting in sustainable water for production is the immediate priority because of its key importance for livelihood-based agricultural production and for enhancing and sustaining natural resources-based asset generation.
Expected Outputs
- Short-term employment Opportunities for approximately 40,000-45,000
household members
- Long-term benefits accruing to approximately 150,000 households
involved in agriculture-based livelihood activities
- Rehabilitation/improvement of approximately 120 small/medium-scale
traditional irrigation schemes with an average command area of
200 hectares
- Improved knowledge and skills communities, community-based organizations
(CBOs) and local governments
- Monitoring and evaluation (M&E) guidelines developed, and community
and summary M&E reports issued
- Community Infrastructure Rehabilitation
- Community Capacity Building
- Project Management and Monitoring
The proposed project will be implemented by contracted local and international NGOs. A shortlist of NGOs will be based on clearly defined selection criteria, institutional assessment, and their ability to undertake the required scope of work. The requisite NGOs will be recruited through an ADB-approved competitive selection process based on ADB's Guidelines on Procurement and Use of Consultants.
