Scope

Many residents are poor or extremely poor and are unable to afford the cost of rehabilitation, or the repayment costs and charges that would be attracted by an ADB loan for such works. Therefore, it is not possible to finance the activities under the UWSSP loan. In order to afford protection to these poor families, a grant is proposed to

  1. pilot an institutionally sustainable arrangement for maintenance of common pipeworks in multi-apartment buildings in the three towns supported by UWSSP
  2. cover the cost of repairs and replacements of common water and sanitation plumbing

Households will assume responsibility for maintenance of plumbing and fixtures within their apartment units.

Objectives

Grant Development Objective (GDO)

The objective of the grant is to:

  1. pilot an institutionally sustainable and replicable arrangement for maintenance of common pipeworks in multi-apartment buildings in the towns of Agdash, Goychay and Nakhchivan
  2. rehabilitate pipeworks in multi-apartment buildings that are more than 25 years old and whose residents are predominantly poor

Project Purpose

The project will support Loan 2119/2120-AZE: Urban Water Supply and Sanitation Project (UWSS) by reducing leakage from common pipework and water losses within multi-apartment buildings, and improving sanitary plumbing to redress unhealthy conditions and prevent structural damage to buildings.

Expected Outputs

The outcome will be increased public access to a reliable and affordable supply of drinking water, and minimization of wastewater leakage, water losses and water charges in buildings with predominantly poor residents.

Main Grant Components and Activities

The Project will have five components

  1. capacity building and training that will clarify institutional responsibilities for maintenance of common pipeworks in multi-apartment buildings in the three participating towns, and help develop capacity to fulfill these responsibilities
  2. replacement of communal water pipes that will replace communal water supply pipes in 382 buildings inhabited predominantly by poor people
  3. refurbishment and replacement of drainage pipes that will refurbish and replace drainage pipes in 382 buildings inhabited predominantly by poor people
  4. repair and replacement of internal plumbing will include inspection and testing of all plumbing fittings with apartments, and replacement of faulty fittings to ensure a watertight condition starting with the most needy as defined by the extent of leakage and poverty status of residents as confirmed by the mahalla komitesis
  5. project management, monitoring and auditing will support implementation of the grant project, including finalization of the list of buildings in each town, preparation of bidding documents, procurement of civil works, equipment and consulting services, and monitoring of project activities and their impact
