Scope

Institute requisite planning, financing and physical implementation mechanisms at provincial level to execute sustained, labor-intensive routine and preventive road maintenance; and execute maintenance of about 600 km of maintainable roads in Banteay Meanchey, Battambang and Pailin provinces over 3 years to demonstrate the efficiency of road maintenance.

Objectives

Demonstrate the potential for increasing the direct poverty reduction impact of the national roads network and mobilize road maintenance funds for the provincial governments.

Pilot-test sustainable finance and decentralized management of labor-intensive road maintenance.

• Sustained employment and income for the rural poor through labor-intensive road maintenance on MPWT and MRD roads
• Preservation of existing road assets in the rural areas to secure sustainable access to education- and health services, markets and job-opportunities
• Development of emerging small-scale private contractors in the project area that are trained in labor-intensive road maintenance techniques.
