A lead NGO will be contracted during the course of the Project to serve as fund manager.

Scope

The poor and vulnerable in ten operational districts. An estimated 650,000 poor will directly benefit by the end of the project. The Project will directly prevent the vulnerable from falling into poverty and the poor from falling further into poverty.

Objectives

Grant Developemnt Objective (GDO)

Establish a sustainable health care equity fund to provide financial support for the catastrophic health expenses of the poor and vulnerable population.

Project Purpose

Improve the access of poor and vulnerable population to the health system through the provision of targeted, demand-side subsidies.

Expected Output

• Number of people covered by the equity fund
• Reduction in out-of-pocket expenditure of the poor
• Better hospital financing
• Long term sustainability of the project with support from Government, development partners, and NGO's

• Establish an equity fund in ten operational districts
• Identification of the Poor to ensure that subsidies in the health sector reach the poor
• Policy Dialog, Central Fund Management, and Audit
• Local Capacity Building and Management

Any Other Relevant Information

The Project will be carried out in close coordination with other equity funds in the country and should be a pioneer in terms of expanding health coverage in Cambodia.
