  • Project Implementation Unit in each of the three target districts for day-to-day project administration and administration
  • NGOs for social preparation and capacity building component
  • National NGO or research institute for poverty impact assessment and compliance monitoring

Coordinating Body/ Steering Committee / Project Advisory Board

  • Central steering committee comprising MONE, MORA, the National Development Planning Agency (BAPPENAS) and Ministry of Finance
  • JFPR District Coordination Committee under the Local Development Planning Agency (BAPPEDA) comprising district-level education staff, NGOs, members of local parliament (DPRD) and selected school committees

Scope

The Project will be implemented in the three poorest districts in the Province of West Nusa Tenggara: Lombok Barat, Lombok Timur, and Dompu. The three districts have been selected based on the high proportion of private Madrasahs (Lombok Timur), fishing communities (Lombok Barat), and remote islands (Dompu).

Objectives

Overall Objective

Reduce poverty by providing basic education to poor and disadvantaged children in underserved and remote areas of West Nusa Tenggara.

Project Purpose

Pilot ways of including schools for the poor and in remote areas in the new decentralized education system of Indonesia.

Expected Output

  • Demonstrate the effectiveness of school-based management and community-based education as pro-poor service deliver scheme in underserved areas.
  • Assist poor children in accessing affordable quality education through cost-shared community-wide strategies and actions.

Main Project Components and Activities

  • social preparation and capacity building for school-based management in poor areas
  • piloting school-based management and community-based incentive programs for underserved schools and poor children
  • advocacy to promote inclusion in the government-financed system
  • project management and poverty impact assessment
