Budget

Total Budget : 5,900,000 US$
JFPR grant : 3,400,000 US$

Implementing Agency

The implementing agencies will be NGOs registered under the Foreign Capital Registration Act of the Government of India. The tribal development component will be implemented jointly by the Gujarat Department of Tribal Development and the SabarDairy.

Coordinating Body/ Steering Committee/ Project Advisory Board

The Gujarat State Disaster Management Authority, as the coordinating agency, would play an advisory role for the Project. Decisions on project implementation would rest with the Project Implementation Unit financed by the JFPR project and supported by the ADB's Extended Mission in Gujarat staff under the Counterpart Loan.

Scope

The Project will focus on the six earthquake- and drought-affected districts of Bhavnagar, Jamnagar, Kutch, Patan, Sabarkantha, and Surendernagar.

Objectives

Overall Objective

Sustain income and basic human needs of the poor in disaster-prone areas of Gujarat.

Project Purpose

  • Provide alternate drinking water sources in drought-prone areas of rural Gujarat, and enhance water conservation and hygiene education and public awareness to ensure sustainability of the project component.
  • Pilot new approaches for sustaining income generation of the poor under leasing arrangements.
  • Address specific needs of the rural poor, tribal families, and women.
  • Use the results from the pilot projects as pilots for ADB's growing poverty agenda in India.

Main Project Components and Activities

  • Establish community rainwater harvesting structures for the poor's drinking needs.
  • Set up community-owned tool centers.
  • Support the poor's transport needs for commodity and goods produced.
  • Promote new technologies for village-based use, including a major component for tribal development in Sabarkhantha to uplift the extremely poor tribal population who are the poorest (Below Poverty Line), and a community-based marketing center in Bhuj city of Kutch district.
  • Project management, including poverty impact assessment, project administration, and dissemination of policy implications from the pilot project

NGO Cooperation

NGOs registered under the Foreign Capital Registration Act of the Government of India: A participatory workshop made a pre-selection of the NGOs, and the final selection will be based on competitiveness, delivery capacity and previous work experience with the communities in the designated areas for the subproject packages. Only one NGO would work in a given village cluster on one or more project components. Up to three NGOs maybe permitted to implement subproject packages in one subdistrict.
